If your PC is running slow and you want to make it faster, I recommend you to check your pc heath online first, then you can know why it is slow
    and fix easily.

    yes…two ways
first you can install ubuntu 9.10 Linux it will give you 40 Kbps
Secondly in windows disable QoS service it will boost your speed to 40 K or may be near to that.
But on 256 Kbps connection the speed you are getting is right.
or change your plan to 500 it will give you 2 Mb connection and night unlimited ie 2-8 AM and 2.5 GB for full month…. that means per day about 88MB you can do data transfer apart from unlimited data usage from 2-8AM.. I have similar plan ie 500C it gives 1.5 GB+175 free calls and monthly usage is about 20-25 GBs because what you download in 8 hrs i do it in 50 mins and one movie 700 Mb takes that much time and 50 Mb per day for 1.5 GB/month is good enough for normal mails and chatting.

I wanted to tell you about this Download Manager I’ve been using, it’s called Download Accelerator Plus (DAP). When you try it you’ll see it is a very useful tool that lets you download files really fast! It also lets you resume downloads if your connection breaks, preview media files while you download (so you will not waste time on files you don’t want) and shows you the top software people are actually downloading around the web. It is also easily integrate to Tweeter and has many more exciting features in a very intuitive interface. It also comes with two usffering. Try out DAP for free: http://www.speedbit.com/dapeful video expansions, one is the SpeedBit Video Downloader that lets you download YouTube videos to your computer and the other is SpeedBit Video Accelerator that lets you watch web videos without pauses and buffering.
